The German states (Länder) are responsible for implementing law on foreigners ... 

As set down in Article 83 of the Basic Law, the German states ( Länder ) are solely responsible for carrying out the law concerning foreigners. For this reason, the local foreigners authority, as a state government agency, is responsible for deciding on residence law issues in accordance with the law. In doing so, the foreigners authority is subject only to direction by its supervising state authority. Due to this constitutional separation of powers, it is a good idea to contact your local foreigners authority if you have specific questions.

As a rule, the Federal Ministry of the Interior does not deal with specific points of law concerning foreigners and therefore cannot respond to requests to examine the lawfulness or appropriateness of decisions.
